Governance Structure

Steering Committee
A  PFM Steering Committee established in 2010 to provide policy direction of the Project is supported by an Executive Committee to give strategic direction to the overall project management. An HRMIS Steering Committee was also inaugurated in December 2012 to support the implementation of the HRMIS core in 2012.
Members of the PFM Steering Committee are drawn from the following institutions:
1.    Ministry of Finance  ( Minister of Finance)
2.    Ministry of Local Government and Rural Development ( Minister, MLGRD)
3.    Parliament (Chairman, Finance Committee of Parliament)
4.    Public Services Commission ( Chairman PSC)
5.    Office of the Head of Civil Service (Head of Civil Service)  
6.    Controller and Accountant-General’s Department ( CAG)
7.    Budget Division of Ministry of Finance ( Director of Budget)
8.    Bank of Ghana (Governor, Bank of Ghana)
9.    Ghana Revenue Authority (Commissioner General -GRA )
10.    Association of Ghana Industries (President of AGI)
11.    National Development Planning Commission (Executive Secretary NDPC)
12.    Public Procurement Authority ( Chief Executive PPA)

Note:  The GIFMIS joint Donor Partners have observer status in the Steering Committee.

Executive Committee
The Executive Committee is mandated by the Steering Committee to provide strategic support and direction on issues emanating from the GIFMIS implementation process.  
Members of the Executive Committee are drawn from the following institutions:

GIFMIS Project Secretariat
A Project Secretariat has been established within the Controller and Accountant General’s Department to facilitate the implementation of the GIFMIS.
The Project Secretariat is headed by a Project Director and supported by two (2) Deputies and nine (9) Specialist teams as elaborated below. 
•    In addition, there is a back-office team responsible for procurements under the project as well as financial management of project funds. 
•    The other operational end of the project implementation is the GIFMIS Internal Support Team (GIST) consisting of Functional Managers,   Team of Trainers, Advocates, Internal Oracle Experts   and the MDAs Project Implementation Coordinators who provide on-time implementation support to users at the MDAs and MMDAs.
Project Teams
The nine (9) specialized teams which support the implementation of the project are as follows:
•    Finance and Accounting team
•    Cash Management and Treasury Team 
•    Payroll Team
•    Legal Team
•    Budget Team
•    Cultural Change and Process Management Team
•    Quality Assurance Team
•    Monitoring and Evaluation Team
•    Human Resources Management Information System Team   

Each team consist  of   professionals who have extensive experience in the subject area. Some of these teams are supported by individual’s consultants, as well as, national and international consulting firms
