The Controller and Accountant General’s Department has held its 2014 Annual Conference in Koforidua in the Eastern Region from July 16 to 18, 2014. It was under the theme “Financial Discipline – The role of the Public Sector Accountant”. At the end of the conference, the communiqué below was issued.

THEME: “FINANCIAL DISCIPLINE – THE ROLE OF THE PUBLIC SECTOR ACCOUNTANT”

WHEREAS THE CITIZENS OF GHANA DESERVE DELIVERY OF QUALITY OF SERVICES;
WHEREAS THE GOVERNMENT AND CITIZENS HAVE THE RIGHT TO DETERMINE THE SERVICES THEY DESERVE ESPECIALLY EFFICIENT AND EFFECTIVE FINANCIAL MANAGEMENT SERVICES IN THE PUBLIC SECTOR;
WHEREAS THE FINANCIAL ADMINISTRATION ACT AND OTHER FINANCIAL MANAGEMENT LAWS MAKE THE CONTROLLER & ACCOUNTANT-GENERAL RESPONSIBLE FOR COMPILATION AND MANAGEMENT OF THE ACCOUNTS PREPARED IN RELATION TO THE CONSOLIDATED FUND AND OTHER PUBLIC FUNDS;
WE, THE CONTROLLER & ACCOUNTANT-GENERAL, THE DEPUTY CAGs, THE ACAGs, THE REGIONAL DIRECTORS, THE SECTIONAL HEADS, THE METROPOLITAN, MUNICIPAL AND DISTRICT FINANCE OFFICERS AND THE DEPARTMENTAL ACCOUNTANTS RECOGNISING THE IMPORTANT ROLES WE PLAY IN THE MACHINERY OF GOVERNMENT TO ENHANCE EFFECTIVE FINANCIAL REPORTING AND HAVING FOLLOWED WITH KEEN INTEREST IN THE ON-GOING PUBLIC SECTOR REFORMS AND HAVING PARTICIPATED IN THE ANNUAL CONFERENCE OF THE CAGD FROM WEDNESDAY JULY 16, 2014 TO FRIDAY JULY 18, 2014 AT THE CAPITAL VIEW HOTEL, KOFORIDUA, DO HEREBY AFFIRM OUR SUPPORT FOR THE ON-GOING PUBLIC FINANCIAL MANAGEMENT REFORMS;
• THE DEPARTMENT SHALL CONTINUE INITIATIVES THAT WOULD PROMOTE FINANCIAL DISCIPLINE IN PUBLIC FINANCIAL MANAGEMENT;
• WE SHALL CONSOLIDATE THE GAINS MADE ON THE PUBLIC FINANCIAL MANAGEMENT REFORMS SO FAR IMPLEMENTED BY THE DEPARTMENT AND THE BENEFITS ACCRUING TO THE NATION AS A WHOLE;
• WE SHALL PERFORM OUR WORK WITH INTEGRITY AND DILIGENCE AND SHALL CONTINUE TO DEVELOP SYSTEMS THAT ENSURE UTILIZATION OF PUBLIC FUNDS IN A MANNER THAT SECURES OPTIMUM VALUE FOR MONEY;
● WE SHALL PROVIDE CLIENT – FOCUSED, TRANSPARENT,TIMELY, EFFICIENT AND EFFECTIVE FINANCIAL MANAGEMENT SERVICES TO THE GOVERNMENT AND THE PUBLIC;
● CAGD SHALL CONTINUE TO MONITOR AND DEVELOP INTERNAL CONTROL SYSTEMS TO ENSURE EFFECTIVE PAYROLL ADMINISTRATION AND EFFECTIVE PUBLIC SECTOR FINANCIAL MANAGEMENT;
● THE DEPARTMENT SHALL CONTINUE TO SUPPORT GOVERNMENT EFFORTS AIMED AT INSTITUTIONALIZING EFFECTIVE FINANCIAL REPORTING TO IMPROVE ACCOUNTABILITY AND GOOD GOVERNANCE;
• THE INTEGRITY OF THE PAYROLL SHALL BE IMPROVED USING APPROPRIATE TECHNOLOGIES AND SOFTWARE TO STRENGTHEN BUDGETARY CONTROLS OVER THE WAGE BILL;
• WE SHALL IMPROVE COMMUNICATION BETWEEN THE HEAD OFFICE AND HEADS OF ACCOUNTS, METROPOLITAN, MUNICIPAL AND DISTRICT FINANCE OFFICERS TO ENHANCE SERVICE DELIVERY;
• WE SHALL ENSURE THE DEVELOPMENT OF EFFICIENT ACCOUNTING SYSTEMS WITHIN MDAs/MMDAs;
• WE SHALL ENSURE SAFE CUSTODY OF PUBLIC MONEY,SECURITIES AND ACCOUNTING DOCUMENTS;
• WE SHALL ENSURE TIMELY AND ACURATE PREPARATION OF PUBLIC ACCOUNTS IN RELATION TO THE CONSOLIDATED FUND AND OTHER PUBLIC FUNDS TO FACILITATE DECISION MAKING BY GOVERNMENT;
• WE SHALL CONTITUE TO REVIEW THE IMPLEMENTATION STRATEGIES OF EXISTING REFORMS TO REDEFINE NEW COURSES TOWARDS ACHIEVING THE GOAL OF PROVIDING EFFICIENT FINANCIAL MANAGEMENT SERVICES TO THE GOVERNMENT AND THE GENERAL PUBLIC;
• WE SHALL CONTINUE TO SUPPORT THE DEPARTMENT TO IMPLEMENT ONGOING REFORMS SUCH AS THE GIFMIS, THE E-SPV SYSTEM, THE E-PAYSLIP SYSTEM, THE HRMIS AND THE PBB TO ENABLE GOVERNMENT ACHIEVE THE FULL BENEFITS OF PUBLIC FINANCIAL MANAGEMENT.
